Since March 16, 2026, all companies, regardless of size, must declare at least the mandatory training regulated by law. Decree n° 2026-496 of June 12, 2026, postponed the obligation to declare all four categories of training to January 1, 2027.

Let’s revisit the example of the food processing plant. The QSE manager does not only address the slippery floor. They trace back to the cleaning procedure, check if it complies with the current quality standard, and updates the documentation system to prevent the issue from recurring on other production lines.

The tipping point between the two approaches

HSE is an integral part of any QSE approach, but the reverse is not true. A company that only manages hygiene, safety, and the environment does not have a quality system. It does not oversee product compliance or customer satisfaction.

In practice, in an industrial SME, the same professional often wears both hats. In a large group, the functions are distinct: a HSE manager reports to operations management, while a QSE manager reports to general management or quality management.

ISO standards associated with each approach

Normative references help clarify where one ends and the other begins. Each pillar of QSE relies on a specific ISO standard:

  • ISO 9001 governs quality management: it structures processes, document management, and continuous improvement of products or services.
  • ISO 45001 (which replaced OHSAS 18001) covers health and safety at work: prevention of occupational risks, workplace accidents, occupational diseases.
  • ISO 14001 focuses on environmental management: waste reduction, control of emissions, improvement of carbon footprint.

  • Construction, chemical, or energy companies, where physical risks are high, often start with an HSE approach focused on preventing serious and fatal accidents.
  • Manufacturing or service companies, subject to strong customer requirements (supplier audits, quality specifications), need an integrated QSE system from the outset.
  • Organizations certified MASE (Manual for Improving Safety in Companies) already have a solid HSE foundation and can expand towards QSE to structure their quality aspect.

Starting with HSE does not mean giving up on QSE. Most organizations mature gradually: they first lay the foundations of safety, then integrate quality when operational processes are stabilized.

What the PST 2026-2030 changes

The Health at Work Plan 2026-2030 (PST 5) reinforces the logic of primary prevention. It emphasizes anticipating risks rather than repairing them. For both HSE and QSE managers, this translates into increased demands on risk assessment upstream and regular updates of the DUERP (Single Document for the Assessment of Occupational Risks).

The INRS is also exploring the use of artificial intelligence to improve the drafting and updating of the DUERP, which could significantly change QSE practices in the coming years.

The boundary between QSE and HSE is not a wall; it is a slider. HSE lays the foundation for the protection of people and the environment. QSE adds quality management and a systemic vision. With the prevention passport and PST 5, the two functions converge towards enhanced traceability, making their complementarity more visible than ever in the daily operations of companies.
